Ping, Isinusulong ang Magkatambal na Hakbang Para Mapabilis ang Pagtulong sa mga Nasalanta ni 'Odette'

Isang inisyal na Post-Disaster Needs Assessment (PDNA) na tutukoy sa mga lugar na dapat bigyang prayoridad sa relief efforts at ang paghingi ng tulong sa international community para sa relief assistance.

Ito ang magkatambal na formula para masiguro na makakaabot sa mga biktima ng bagyong Odette ang kailangan nilang tulong, ayon kay Senador Ping Lacson. 

Para kay Lacson na pinuno ng Senate Committee on National Defense at nanungkulan bilang Presidential Assistant on Rehabilitation and Recovery (PARR), ang mga hakbang na ito ay makakatulong sa mga inisyal na aksyon na ginawa ng gobyerno para matugunan ang sitwasyon sa mga apektadong lugar.

"It is imperative that the National Disaster Risk Reduction and Management Council (NDRRMC), through the Office of Civil Defense (OCD), expedite the submission of their initial PDNA (Post Disaster Needs Assessment), in order to have an accurate data-driven information on the ground so the national government can prioritize relief, rehabilitation and recovery efforts and assistance to the hardest hit communities," ani Lacson.

"For its part, the Department of Foreign Affairs (DFA) may also call on the international community of nations for relief assistance just like how they responded to Haiyan (Yolanda) eight years ago," dagdag pa ng senador.

Ayon kay Lacson, ang pagtatalaga kay Department of Social Welfare and Development (DSWD) Secretary Rolando Bautista bilang interim crisis manager ay isang hakbang tungo sa tamang direksyon.

Ngunit binigyang diin ni Lacson na dapat magpulong sa lalong madaling panahon ang NDRRMC para masiguro ang maayos na koordinasyon sa lahat ng ahensya na nagsasagawa ng relief work.

"In calamities like this, putting somebody overall in charge is the best and right thing to do. Also, the NDRRMC will need to convene ASAP," paliwanag ni Lacson.

Sa kanyang panunungkulan sa PARR, gumawa si Lacson ng Yolanda Comprehensive Reconstruction Rehabilitation and Recovery Plan (CRRP) na magsisilbing basehan ng gobyerno sa pagtulong sa mga apektadong lugar.

Ang CRRP din ang nakikipag ugnayan sa pag aasikaso sa international donor assistance at naghahatid ng Projects, Programs, and Activities (PPAs) para matugunan ang mga pangangailangan base sa PDNA (ground verified information mula sa OCD).

Bilang PARR mula 2013 hanggang 2015, natunghayan mismo ni Lacson ang mga pagsubok nq pinagdadaanan ng gobyerno, pribadong sektor at mga komunidad matapos ang isang sakuna.

Bilang pinuno ng Senate Committee on National Defense and Security, pinamumunuan din ni Lacson ang Joint Oversight Committee sa NDRRMC Act of 2010.

“This is beyond a policy or a legislative issue already. The issue of implementation is a big factor, too. We have to systematically approach the way we plan, prepare, deploy, recover and rebuild from any disaster - whether natural or man-made. Given its whole-of-nation, multi-sectoral nature, I believe a more experienced, more hands-on President will go a long way in ensuring that better policies and strategies, better planning, a more coordinated response, and more institutional and sustainable mechanisms are all put in place," paliwanag ni Lacson.
