Ping: P8.523-B 'Unliquidated' na Pondo ng Army, Nasa PITC

Nobyembre 17, 2021 - Tinatayang aabot sa P8.523 bilyong "unliquidated" na pondo ng Philippine Army ang nasa Philippine International Trading Corp. (PITC), pagsisiwalat ni Senador Ping Lacson nitong Martes.

Base sa 2020 Commission on Audit report, nakatanggap ang PITC ng P15.927 bilyon galing sa Philippine Army mula 2007 hanggang 2020, at may kabuuang unliquidated balances na nagkakahalaga ng P8.523 bilyon.

"Every year, nag-scrounge tayo sa pondo para sa modernization, pati revised modernization program ng AFP, ang sabi natin cause for delay ang funding gaps kasi di napopondohan. Yet we find out from the COA report may unliquidated balances of P8.5 billion just for the Philippine Army," ani Lacson sa kanyang interpelasyon sa badyet ng Department of National Defense para sa taong 2022.

"Hindi biro-biro ang amounts involved," dagdag ng senador.

Ang malala pa rito, hindi rin nakapag-deliver ang PITC. Base sa mga rekord, 0.01 porsyento lamang ang deliveries nito noong 2019 at 0.22 porsyento noong 2020.

Ngunit sa kabila nito, nakakuha ang PITC ng P640 milyon mula sa umano'y deposit galing sa Army na nagkakahalaga ng P15.9 bilyon, bunsod ng apat na porsyentong service fee na sinisingil ng PITC.

Dahil dito, sinabi ni Lacson - na pinuno ng Senate defense committee at tumatayong presidential standard bearer ng Partido Reporma - na panahon na para ang DND at AFP mismo ang bumili ng sarili nilang kagamitan.

"I think the DND and the AFP are more capable of procuring... Mas mabuti if they do the procurement themselves, instead of depositing these amounts to the PITC," paliwanag ng senador. "The data would show that transferring the procurement to the PITC isn’t working."
