Ping, Kinwestiyon ang Panukalang Paglipat ng P35B ng AFP Modernization Fund sa SPF

Oktubre 2, 2021 - Kinuwestyon ni Senador Panfilo Lacson nitong Biyernes ang panukala ng Department of National Defense (DND) na ilipat ang P35 bilyon mula sa regular budget ng Armed Forces of the Philippines (AFP) papunta sa Special Purpose Fund (SPF).

Ayon kay Lacson, ang pondong ililipat sa SPF ay magiging "lump sum" na maaaari lamang i-release kapag inaprubahan ng Pangulo.

"You are proposing that P35 billion be transferred from the regular budget to the SPF. Why is that? The SPF is used to augment the regular budget and is released only upon approval of the President. Bakit inaalis nyo sa regular budget?" tanong ni Lacson kay DND Secretary Delfin Lorenzana sa pagdinig ng Senado sa panukalang badyet ng DND para sa 2022.

Hindi sumang-ayon si Lacson sa paliwanag ni Lorenzana na ang SPF ay hindi katulad ng regular budget na hindi na maaaring gamitin pagkalipas ng isang taon. Dagdag ni Lorenzana, ang pagbili ng assets ng AFP ay multi-year dahil hindi sapat ang isang taon para mabuo ang kanilang mga kontrata.

Ani Lacson, sa ilalim ng AFP Modernization Program, ang pagbili ng equipment ay government-to-government.

Base sa presentasyon ng DND, panukala ng AFP na ilagay ang AFP Modernization Program at ang mga programmed allocations nito bilang SPF, kung saan ang batas (RA 10349) ay nagsasabi na ang mga pondo para sa Revised AFP Modernization ay dapat na ituring na hiwalay sa mga regular appropriations ng DND at AFP.

Ang SPF ay “appropriations in the GAA provided to cover expenditures for specific purposes for which the recipient department have not yet been identified during budget preparation.”

"Bakit natin gagawing lump sum ang otherwise itemized na under AFP Modernization Program? Baka magkaroon ng problema," sabi ni Lacson.

"It’s either that or you are not ready yet to present the itemized list of equipment to be procured. Kung ginawa mong SPF magiging lump sum yan. Are you not ready to identify the equipment to procure?" dagdag pa ng senador.

Sinabi ni Lorenzana na titignan nila ito at ikokonsidera ang mga komento ni Lacson.

Sinang-ayunan din ni Sen. Ronald dela Rosa, na pinuno ng Senate Finance Subcommittee C, ang panukala ni Lacson na panatilihin sa regular fund ang nasabing pondo. 

"Instead of making their life miserable, we’d like to make their life easier," diin ni Lacson.
