Ping, Inilatag ang 'Future-Proof' Strategy Para Makabangon Mula sa Pandemya

Oktubre 31, 2021 - Ibinahagi ni Senador Ping Lacson nitong Sabado ang kanyang "future-proof" strategy na nakabase sa pagpapalakas ng sektor ng kalusugan, pagbalik ng sigla sa ekonomiya at pagtiyak ng matinong pamamahala, para makaahon ang bansa sa New Normal.

Ayon kay Lacson na tumatayong standard bearer ng Partido Reporma, kailangang kumilos ang gobyerno nang mabilis at pasulong para tuluyang maka rekober sa pandemya.

"I commit to offer a 'Future-proof Strategy' in the New Normal – one that can stand firm against the many challenges in the coming years and grab the emerging opportunities we have at hand. We need to move forward and fast – otherwise, we will drown in this state of misery," ani Lacson sa "Meet the Presidentiables" forum na inorganisa ng Financial Executives Institute of the Philippines, Federation of Filipino Chinese Chambers of Commerce and Industry, Cignal TV at The Manila Times.

"Our approach to this health crisis must be proactive, not reactive, based only on science and driven by accurate data and not by 'pandemic politics' and never motivated by malevolent and unconscionable opportunism to make money out of the people’s difficulty and misery," dagdag ni Lacson.

Para kay Lacson, ang plano na ito na resulta ng serye ng mga konsultasyon sa iba't ibang grupo at lokal na opisyal ay ang kanyang preparasyon sakaling palarin sya na mahalal bilang Pangulo ng bansa sa Mayo 2022.

"If there is one thing that I have learned from my years of training as a soldier, it is - to never go unprepared in any battle," aniya.

Pagsasaayos ng Sektor ng Kalusugan

Ayon kay Lacson, kailangang ayusin ang sektor ng kalusugan sa pamamagitan ng pagbibigay ng sapat na kalayaan sa lokal na pamahalaan at pribadong sektor para magsagawa ng mga vaccination campaign lalo na sa mga malalayo at high-risk populations, at kung saan ang Department of Health ang magbibigay ng gabay at polisya. Dapat ding siguruhin na mayroong containment strategies tulad ng contact tracing, testing, at treatment nang walang gastos ang publiko.

Dagdag pa ni Lacson, isasaayos niya ang pagpapatupad ng Universal Health Care Act para hindi lamang ito maging maganda sa papel kundi para na rin matugunan ang layunin nito na magbigay ng healthcare coverage sa lahat ng Filipino nang walang inaalalang gastusin at out-of-pocket medical expenses.

Pinakaimportante sa lahat, pangako rin ni Lacson na sugpuin ang korapsyon sa sektor ng kalusugan. "Our health system is an agenda not solely within the domain of the Department of Health. We have to fix the very tall and centralized health delivery system by fully devolving not only the functions but the resources to the local government units as mandated under the Local Government Code of 1991," diin ito.

Pagbabalik-sigla ng Ekonomiya, 'Filipino First'

Samantala, binigyang diin ni Lacson na kailangang palakasin muli ang ekonomiya dahil hindi na natin kaya pa na magkaroon pa ng mga susunod na lockdown. Ayon sa National Economic and Development Authority (NEDA), tinatayang aabot sa P41.4 trilyon ang kasalukuyan at pang-hinaharap na halaga na magagamit para sa pag-responde sa COVID-19 at quarantine. Sa 2020 lamang, tinatayang P20.5 bilyon kada araw ang nawala sa ekonomiya noong isinara ang NCR Plys at isinailalim sa Enhanced Community Quarantine (ECQ).

Ayon kay Lacson, kailangan ng maayos na paggasta ng pondo lalo na't umabot na sa P13.42 trilyon ang projected na utang ng bansa sa susunod na taon.

Kailangan din aniya na bigyang pansin ang micro, small at medium enterprises. 99.5 porsyento ng lahat ng negosyo sa bansa ay MSMEs at kinabibilangan ng 63.2% ng labor force.

Kasama sa mga solusyon na panukala i Lacson ang komprehensibo at targeted fiscal stimulus packages para matulungan ang mga negosyo na magbukas muli at maka-rekober; at ang pagtatanggal ng foreclosure moratoriums at employee-retention tax credits para mahikayat ang mga negosyo na magbukas muli.

Aniya, kailangang mas bigyang pansin ang mga Filipino enterprises sa halip a mga dayuhang negosyo kung saan binigay niyang halimbawa ang nagig iregularidad sa pagbili ng medical supplies ng DBM Procurement Service - "which procured more expensive face masks through wheeling and dealing and favored Chinese traders, made possible by the highly questionable transfer of P42 billion under the regular budget of the DOH."

Ang mas malala pa, ibinahagi ni Lacson na nakapandaraya ang mga negosyanteng Tsino sa bansa sa pamamagitan ng hindi pagbabayad ng buwis at sa halip ay bumibili sila ng mamahaling sasakyan o kaya naman ay inilalagay ang kanilang kinita sa ibayong dagat. "Where Noah Webster failed in inventing the word to describe an evil act of quenching one’s thirst for money out of a pandemic, it took us Filipinos to discover that word. It is called – pharmally," saad ni Lacson.

Pagsasaayos sa 4Ps, Internship Programs para sa Kabataang Pinoy

Mas palalakasin ni Lacson ang Conditional Cash Transfer a.k.a. 4Ps programs, "with the overarching principle that every Filipino should bridge the poverty line with a sustainable livelihood or employment opportunities."

"Our goal is to get people back to work through Cash-for-Work mechanisms. For one, we can tap the corporate social responsibility arms of corporations in pursuing initiatives to provide cash payments under ‘decent work’ conditions to enable them to get back on their feet," aniya.

Target din ni Lacson na hasain ang ating kabataan sa pamamagitan ng paid internship program. Para sa presidential aspirant, kasama sa kanyang economic roadmap ang pagpabibigay pansin sa pagpapalawig ng mga oportunidad para sa mga magsasaka at mangingisda sa pamamagitan ng pagbibigay suporta galing sa gobyerno sa national at local level at pagpapakilala sa mga lokal na produkto ng ating mga magsasaka.

Matinong Gobyerno, Pagsasaayos ng Tax Administration

Kasama sa economic agenda ni Lacson ang pagsasaayos ng tax administration at revenue collection sa pamamagitan ng cross-referencing ng mga datos sa pagitan ng malalakig revenue collecting agencies at iba pang ahensya ng gobyerno tulad ng Land Transportation Office, Land Registration Authority, Securities and Exchange Commission at Department of Trade and Industry para maibsan ang ating tax collection leakages.

Sa kabilang banda, nangako rin si Lacson ng matinong pamamahala sa pamamagitan ng pag-aalis ng overregulation, at pagpapalakas ng digitalization ng proseso sa gobyerno para mawala ang korapsyon.

Sa pamamagitan ng polisiyang ito, mas mapapaganda at mapapataas ang pagkolekta sa buwis gayundin ang pagpapabilis ng mga transaksyon sa gobyerno.

Pagpapalakas sa LGUs sa Pamamagitan ng BRAVE; Prayoridad Para sa R&D

Layon ni Lacson na tiyakin ang makasaysayang pagtaas ng badyet para sa research and development, na nakakakuha ng 0.4 porsyento ng pambansang badyet.

Dedikado rin si Lacson na palakasin ang lokal na pamahalaan sa pamamagitan ng Budget Reform Advocacy for Village Empowerment (BRAVE), na layong mag-download ng resources sa mga LGU para maipatupad nila ang kani-kanilang development programs.

Iba pa sa sa mga reporma na nais gawin ni Lacson ang zero-based budgeting system at fiscal discipline sa pamamagitan ng leadership by example na malayo sa nakagawiang "politics of entertainment, double-speak, and lip service."

Itataguyod ni Lacson ang "rule of law, inclusiveness, transparency, and accountability – the very tenets of good governance."

Sa kabila ng lahat ng ito, binigyang diin din ni Lacson na kailangan ng bansa na pataasin ang lebel ng moralidad sa pamamahala - "Kakayahan, Katapangan at Katapatan" para mapatotoo ang mga pangako na ito.

Lacson Unveils 'Future-Proof' Strategy to Address Pandemic's Woes

Sen. Panfilo "Ping" Lacson on Saturday evening unveiled a "future-proof" strategy anchored on revamping the health sector, pump-priming the economy and ensuring good governance, to guide the country in the New Normal.

Lacson, the standard bearer of Partido Reporma, said the Philippines will need to move forward and fast - or drown in this state of misery brought by the pandemic.

"I commit to offer a 'Future-proof Strategy' in the New Normal – one that can stand firm against the many challenges in the coming years and grab the emerging opportunities we have at hand. We need to move forward and fast – otherwise, we will drown in this state of misery," he said at the "Meet the Presidentiables" forum organized by the Financial Executives Institute of the Philippines, Federation of Filipino Chinese Chambers of Commerce and Industry, Cignal TV and The Manila Times.

"Our approach to this health crisis must be proactive, not reactive, based only on science and driven by accurate data and not by 'pandemic politics' and never motivated by malevolent and unconscionable opportunism to make money out of the people’s difficulty and misery," he added.

Lacson said this plan - the result of consultations with various groups and local officials - is his preparation should he be elected the next President in the May 2022 elections. "If there is one thing that I have learned from my years of training as a soldier, it is - to never go unprepared in any battle," he said.

* Revamping the Health Sector

According to Lacson, the government should revamp the health sector, allowing local government units and the private sector enough flexibility to conduct vaccination campaigns especially in hard-to-reach and high-risk populations, with the Department of Health providing supervision policy direction; making sure that containment strategies such as contact tracing, testing, and treatment are institutionalized and normalized at no cost to the public.

He added he will make the Universal Health Care Act not only look good on paper but actually serve its purpose of providing healthcare coverage to all Filipinos without any financial burden from out-of-pocket medical expenses.

But most importantly, he vowed to stop corruption in the health sector, which causes continued gaps and inequity in the health system. "Our health system is an agenda not solely within the domain of the Department of Health. We have to fix the very tall and centralized health delivery system by fully devolving not only the functions but the resources to the local government units as mandated under the Local Government Code of 1991," he stressed.

* Pump-Priming the Economy, 'Filipino First'

Meanwhile, Lacson said the country should pump-prime the economy, which cannot afford further lockdowns - with the National Economic and Development Authority (NEDA) estimating the present and future costs of COVID-19 and the quarantines at P41.4 trillion. Further, in 2020 alone, the country's economy was bleeding at the cost of P20.5 billion per day when NCR Plus was locked down under Enhanced Community Quarantine (ECQ).

He said the key would be judicious spending to benefit those who need it, especially as the national debt is projected to reach P13.42 trillion by next year. He added the government must pay attention to our micro, small and medium enterprises comprising 99.5% of all enterprises and 63.2% of the labor force.

Among the solutions Lacson proposed are comprehensive and targeted fiscal stimulus packages to aid our businesses in reopening and staying afloat; and eviction and foreclosure moratoriums and employee-retention tax credits to motivate businesses to reopen.

But he also stressed Filipino enterprises must be prioritized instead of their foreign counterparts, citing the case of the irregularities involving the procurement of medical supplies by the DBM Procurement Service - "which procured more expensive face masks through wheeling and dealing and favored Chinese traders, made possible by the highly questionable transfer of P42 billion under the regular budget of the DOH."

Worse, he said the Chinese traders cheated by evading payment of taxes in favor of buying pricey luxury cars, if not stashing their profits somewhere outside the Philippines. "Where Noah Webster failed in inventing the word to describe an evil act of quenching one’s thirst for money out of a pandemic, it took us Filipinos to discover that word. It is called – pharmally," Lacson said.

* Reinventing 4Ps, Internship Programs for the Youth:

Lacson said his administration will bolster and reinvent our Conditional Cash Transfer a.k.a. 4Ps programs, "with the overarching principle that every Filipino should bridge the poverty line with a sustainable livelihood or employment opportunities."

"Our goal is to get people back to work through Cash-for-Work mechanisms. For one, we can tap the corporate social responsibility arms of corporations in pursuing initiatives to provide cash payments under ‘decent work’ conditions to enable them to get back on their feet," he said.

Lacson also vowed to capitalize on our able and talented youth sector which he said has the potential to drive our economy through a paid internship program that will "maximize skills development and productivity." He added his economic roadmap will prioritize the expansion of opportunities for our local farmers and fisherfolk, through government support both at the national and local levels - through technical assistance as well as in the marketing of the local farmers’ produce.

* Good Governance, Improving Tax Administration

The Lacson economic agenda also seeks to improve our country’s tax administration to pump up revenue collection, through the cross-referencing of data between our major revenue collecting agencies and the other relevant government agencies like the Land Transportation Office, Land Registration Authority, Securities and Exchange Commission and the Department of Trade and Industry to plug our tax collection leakages.

On the other hand, Lacson said he will uphold good governance by getting rid of overregulation, and boosting the digitalization of government processes through the outpouring of resources for automation and interoperability of government agencies to minimize, if not totally eliminate corruption in government.

In turn, this will lead to improved and higher revenue collection and faster, more efficient business transactions.

* BRAVE to Empower LGUs, Boost for R&D:

Lacson also seeks to guarantee a historic increase of budget infusion for research and development efforts, which get a measly 0.4% of the national budget.

He likewise committed to empower local government units with his Budget Reform Advocacy for Village Empowerment (BRAVE), which downloads resources to LGUs so they can implement their development programs.

Other reforms Lacson vowed include a zero-based budgeting system and fiscal discipline, reinforced by leadership by example that will "break away from the politics of entertainment, double-speak, and lip service and stand for the rule of law, inclusiveness, transparency, and accountability – the very tenets of good governance."

Amid all these, Lacson said the country would require change in the moral acuity among those in higher office - "Kakayahan, Katapangan at Katapatan" to turn these campaign promises into reality.

Oktubre 31, 2021 - Bukas si Senador Ping Lacson na pumasok ang Pilipinas sa isang joint venture agreement kasama ang China sa pagde-develop ng West Philippine Sea - sa kondisyon na dapat sundin ng China ang 60-40 provision sa ating Konstitusyon.

Ani Lacson sa isang presidential forum, ipinapakita nito na pagmamay-ari ng Pilipinas ang naturang teritoryo at may soberenya tayo rito.

"As long as they adhere to the Constitutional provision of 60-40, I am all for it. If it's 60-40 it shows we 'own,' we have sovereign rights over the area," ani Lacson sa isang forum na inorganisa ng Financial Executives Institute of the Philippines, Federation of Filipino Chinese Chambers of Commerce and Industry, Cignal TV at The Manila Times.

"If they would adhere to 60-40, I'm all for it. If not we should go back and review our security situation," dagdag nito.

Sa ilalim ng Sec. 2, Art. XII ng 1987 Constitution, maaaring pumasok ang bansa sa isang co-production, joint venture, o production-sharing agreement kasama ang mga Filipino citizen, mga korporasyon o mga asosasyon sa kondisyon na pagmamay-ari ng mga ito ang 60 porsyento ng kapital.

Ibinahagi ni Lacson ang impormasyong mayaman ang West Philippine Sea sa natural gas at langis na maaaring matugunan ang mga pangangailangan ng ating bansa sa enerhiya, at nagpadala na ang China ng mga geologist para magsaliksik sa lugar noon pang 1968.

Ngunit binigyang diin ni Lacson na kung hindi papayag ang China sa 60-40 rule, maaaring humingi ng tulong ang Pilipinas sa ibang mga bansa na mayroon tayong bilateral agreement.

Ang mga bansa tulad ng Australia at Japan at maging ang European Union ay nagpahayag kamakailan ng naisin na magpatrolya sa lugar upang masiguro na mananatiling bukas sa maritime trade ang West Philippine Sea.

"We should seize the opportunity," ani Lacson.

Oktubre 30, 2021 - Hanggang hindi nauubos ang kaso ng Covid sa bansa, hindi maaaring sabihin ng gobyerno na naging matagumpay ang pagresponde nito sa pandemya, ayon kay Senador Ping Lacson nitong Sabado.

Ayon sa senador, hindi dapat basta maging kampante ang otoridad bunsod ng pagbaba ng kaso ng Covid nitong mga nakaraang linggo.

"Masasabi nating tagumpay na tayo kung zero tayo sa cases. As long as may isa o dalawa, e libo pa tayo, di pwede sabihin, ani Lacson sa kanyang panayam sa DWIZ radio.

Binigyang halimbawa ni Lacson ang ibang mga bansa at teritoryo kung saan agad silang nagpapatawag ng emergency meetings kahit na isa lamang ang naitala nilang kaso.

Sa Pilipinas, sinabi ni Lacson na patuloy pa rin ang pagkakaroon ng "lapses" ng gobyerno na kailangang masolusyonan, bukod sa mga isyu kabilang na ang kawalan ng tiwala ng publiko sa ibang brand ng bakuna.

Binigyang diin din niya ang pangangailangan na sugpuin ang korapsyon lalo na sa Department of Health, para mas magamit nang maayos ang limitadong pera para makabili at makapagturok pa ng bakuna sa mas nakararaming Filipino.

Aniya, kailangang mabuwag ang sindikato sa DOH na nasa likod ng overpricing ng medical supplies kabilang ang mga ambulansya na nabili gamit ang pondo ng Health Facilities Enhancement Program (HFEP).

Para kay Lacson na tumatakbo sa pagka-Pangulo sa ilalim ng Partido Reporma, kailangan ding ibaba ang pondo ng DOH sa mga local health units sa halip ng pagpasa lamang ng ilang tungkulin nito sa lokal na lebel pero ang pondo ay nananatili pa rin sa central office.

"Devolution tayo devolve lang function pero naiwan ang pera sa taas," saad ni Lacson.

Naglingkod din siya bilang Presidential Assistant on Rehabilitation and Recovery (PARR).

Sa kabilang banda, si Sotto naman na tumatakbo sa pagka-Bise Presidente sa ilalim ng Nationalist People's Coalition, ay nanungkulan din noon bilang bise-alkalde ng Quezon City at pinamunuan ang Dangerous Drugs Board, bukod sa pagiging senador.

Si Lacson ang unang kandidato sa pagka-Presidente na lalabas sa presidential forum na inorganisa ng Financial Executives Institute of the Philippines, Federation of Filipino Chinese Chambers of Commerce and Industry, Cignal TV at The Manila Times. Gaganapin ito ngayong Sabado ng gabi.

Maliban sa naturang forum, sinabi ni Lacson na handa sila ni Sotto na sumali sa iba pang forums para ipresenta ang kanilang mga solusyon sa samu't saring problema na kinakaharap ng bansa.

Bagong pinuno pa lamang si Lacson noon ng Presidential Anti-Crime Commission Task Force Habagat, na naatasang sugpuin ang kidnapping at iba pang karumal-dumal na krimen.

Naalala pa noon ni Lacson na may panahon na biskwit at sardinas lang ang kanilang handa noong Kapaskuhan na iyon.

"Our then chairman, then Vice President Joseph Estrada, gave us until yearend 1992 to stop the gang. We got the job done in February 1993 when de Leon was killed in an encounter at the boundary of Pampanga and Bulacan," kwento ni Lacson.

Oktubre 30, 2021 (MEXICO, Pampanga) - Bawat Pilipino, maging ang mga kapapanganak pa lamang, ay may katakut-takot na utang na umaabot na sa P120,000, ngayong pumatak na sa P11.82 trilyon ang kabuuang utang ng bansa nitong Setyembre, pagsisiwalat ni Senador Ping Lacson nitong Biyernes.

Ayon kay Lacson na dumalo rito para sa Online Kumustahan nila ni Senate President Vicente "Tito" Sotto III, tinatayang aabot na sa P13.84 trilyon na ang utang ng bansa pagdating ng Hunyo 2022.

Napalala pa nito ang mga problemang dinulot ng pandemya lalo na sa kalusugan ng mamamayan at ekonomiya ng bansa.

"Ang pandemya di natin alam kailan matatapos. Pangalawa, dulot ng pandemya, lumobo ang ating pambansang utang," ani Lacson.

Aniya, bagama't P5.9 trilyon ang utang ng bansa noong nagsimula ang administrasyong Duterte, nakikinita na lolobo pa ito sa P13.42 trilyon pagdating ng Hunyo 30, 2022.

Ayon sa Bureau of Treasury nitong Biyernes, nasa P11.92 trilyon na ang utang bansa noong huling linggo ng Setyembre.

"Pag ganito kalaki ang utang natin, ang projected nating population sa June 2022, 111 milyon na tayo - bawa’t isa sa atin, pati ang pinapanganak sa oras na ito may taglay na utang na P120,000," paliwanag ng senador.

Ang mas malala pa rito, hindi lamang ito ang tanging problema ng bansa kundi pati na rin ang isyu ng kapayapaan at soberenya sa West Philippine Sea.

Para kay Lacson na tatakbo sa pagka-Pangulo sa ilalim ng Partido Reporma kasama si Sotto na tatakbo naman bilang kandidato sa pagka-Bise-Presidente sa ilalim ng Nationalist People's Coalition, kailangang harapin ng susunod na lider ng bansa ang mga problemang ito habang nag-iisip ng solusyon para tuluyang makabangon ang Pilipinas mula sa pandemya.

Muli niyang binigyang diin ang panukala na palakasin ang mga lokal na pamahalaan sa bansa sa pamamagitan ng pagbibigay sa kanila ng sapat na pondo para maipatupad ang mga development projects tulad ng mga programang pangkabuhayan para sa mga drayber at senior citizen, at mas maayos na "ayuda" para sa mga pamilyang naapektuhan ng pandemya.

Isinusulong ni Lacson ang pagbigay ng sapat na kapangyarihan sa LGU sa pamamagitan ng kanyang adbokasiya na Budget Reform Advocacy for Village Empowerment (BRAVE).

"Walang nakakaalam ng prayoridad at pangangailangan more than the local government officials," ani Lacson.

Dagdag pa ng presidential aspirant, kailangan ng maayos na paggamit ng pondo ng bansa kabilang na rito ang P5.024-trilyong badyet para sa 2022.

Plano rin ni Lacson na wakasan na ang korapsyon sa pamamagitan ng mahigpit na disiplina sa loob ng burukrasya at pamumuno na may integridad at katapatan, o leadership by example.

Naikwento rin ni Lacson na di nya makakalimutan ang Pampanga dahil dito siya nagdiwang ng Pasko noong 1992 at Bagong Taon noong 1993 kasama ang kanyang mga tauhan habang nagsasagawa sila noon ng technical surveillance laban kay Alfredo "Joey" de Leon na lider ng kidnap-for-ransom gang.

Pinuno noon si Lacson ng Presidential Anti-Crime Commission Task Force Habagat, na naatasang sugpuin ang kidnapping, holdap at iba pang mga krimen.

"Our then chairman, then Vice President Joseph Estrada, gave us until yearend 1992 to stop the gang. We got the job done in February 1993 when de Leon was killed in an encounter at the boundary of Pampanga and Bulacan," ani Lacson.
