Ping: Nagbitiw na Pinuno ng PS-DBM, Naging Maluwag sa Face Shield, Face Mask, PPE Supplier

Maaring may sabwatang naganap o nagpabaya si dating Department of Budget and Management Procurement Service (PS-DBM) chief Lloyd Christopher Lao sa pag-award ng kontrata para sa pagbili ng face masks, face shields at personal protective equipment (PPE) sa isang kumpanya na kakatatag pa lamang.

Ito ang nakita ni Senador Panfilo Lacson matapos ang pagtatanong kay Lao sa pagdinig ng Senate Blue Ribbon Committee na tinalakay ang pagpuna ng Commission on Audit (COA) sa mga transaksiyon ng Department of Health (DOH).

"Either there was lack of due diligence for reasons of collusion, or they are sloppy. I don’t know what to believe. Being the head of the PS-DBM, a trained and experienced procuring entity of government, yet not even detecting a fake address by the incorporators, I wonder how they were able to award the procurement of billions of pesos of items," banggit ni Lacson sa nabanggit na pagdinig.

"You are dealing with billions of pesos worth of public funds... Your explanation will fail even an ordinary layman. We cannot accept that," seryosong banggit ng senador kay Lao.

Binanggit din ni Lacson na nakahanda siyang suportahan ang anumang magiging hakbang ng komite na i-contempt si Lao sa mga kadahilanang "Being evasive is a ground for citing in contempt... If anyone would move to cite him in contempt of this committee I will support, I will second the motion.”

Partikular na kinuwestiyon ni Lacson si Lao sa kabiguan nitong suriin ng mabuti ang kakayahan at legalidad ng Phmarmally Pharma Corp., na ayon kay Senador Franklin Drilon ay nakakopo ng P8.6-bilyong kontrata sa kabila ng pagkakaroon lamang nito ng start-up capital na P600,000 at nabuo lamang noong Setyembre 2019.

Nabatid din na hindi natagpuan ang address na ibinigay ng incorporator. Wala ring naunang tala ng transaksiyon ang kumpanya.

"You did not follow proper procedure. You threw out of the window all the requirements. Either you did it on your own or someone ordered you to award the contracts... Clearly there’s a collusion. How can you award billions of pesos worth of contracts to nonexistent addressees?" banggit pa ni Lacson kay Lao.

Hindi rin bumenta kay Lacson ang iginiit ni Lao na masyadong mataas ang presyo ng face shield na kanilang binili dahil sa supply and demand ng produkto.

"How can you justify high demand when the Philippines is the only country in the world that demands use of face shields?" tanong ni Lacson kay Lao.

Nagtataka din si Lacson kung paano nakapasok si Lao sa "Laging Handa" forum ng PTV-4 bilang pagtatanggol sa sarili. Ang PTV-4 ay pinapatakbo ng pamahalaan.

"You were not connected with Malacanang or any government agency at the time... yet you were accommodated by 'Laging Handa' briefing. How lucky could you get?" tanong ni Lacson sa nagbitiw na opisyal
