Cusi, Dennis Uy slapped with graft raps for selling Malampaya shares to Udenna

Today I learned that the biggest crony agreement in the world did not happen in the time of Gloria nor in the time of Marcos, it happened under the Duterte administration. 


This is the story of the #MalampayaGasField and Denis Uy, and why it should anger you.


The Malampaya is the sole natural gas field in the country which supplies 40% of Luzon's energy requirement. 

 

It is a joint undertaking of the Philippine government and the private sector specifically with shares of 45% to Chevron, 45% to Shell, and 10% to the gov't.


Recently, however, the shares of Chevron and Shell were sold to Udenna Corp. owned by Dennis Uy, a campaign backer of Duterte since 2016. This means that Uy now owns 90% of the Malampaya.


The ongoing issue is that this transaction was questionable and allegedly breached the law.


The agreement in the Malampaya Project said that if Chevron and Shell would like to sell their interest, they will first have to offer it to the Philippine gov't -- something that did not happen at all.


Atty.Rodis, one of those who filed a complaint against Energy Secretary Cusi & Dennis Uy, said that the Dept. of Energy failed to do its job by approving the sale of shares to a company that didn't even meet the technical &financial qualifications for handling a natural gas field.


Note that Udenna entered this contract w/o any assets & a 100 billion peso debt loans. It also has zero track record on handling operations of a gas power plant.


In fact, "Udenna didn't pay a single centavo in the acquisition of the Malampaya oil gas field", accdg. to Atty.Rodis.


Why is this alarming?


1.)  Since everything is on loan, Udenna has nothing to lose. They are not liable to any mistake because they don’t have investments on this agreement.  They also now have  control over the largest enterprise in the country.


2.) The Philippines lost 138-billion pesos in this Malampaya contract and Dennis Uy is the one who benefited most because of his closeness to President  Duterte.


3.) Malampaya is now handled by a company w/ incompetent people. Any mistake can lead to a gas leakage that will --


destroy the entirety of Palawan Sea and can even extend to Batangas. 


Kung nagalit tayo sa 8-billion peso crony contract ng Pharmally, what more yung 138 billion pesos?


We are giving a huge asset of the Philippines to a single entity, and in doing so, we are granting Dennis Uy an enormous control on the energy oil industry. This Malampaya issue is a theft in natural resources.


Atty. Rodis even said that they found out that there have been ongoing talks between Udenna and China with regard to developing other gas fields in the Palawan sea. When that happens, then eventually our fear of China controlling the energy sector will be true.


I did this thread because the Malampaya issue should be a national concern. We have to make it a topic in the mainstream media 


Paingayin natin ang usapin na to -- ikwento sa mga magulang, sa kaibigan, sa kapitbahay. 


Do all that you can to hold the people involved accountable.


Elections are just around the corner. We still have the chance to stop this if we choose the people who are against the Duterte admin and will ensure that this contract will be voided.


Be vigilant. Let's start questioning the presidential candidates and other senator-aspirants on where they stand in this Malampaya issue.

Billions of dollars embezzled by the Marcoses

After Mohamed Suharto of Indonesia, the late President Ferdinand Marcos was listed No. 2 most corrupt leader of the world according to Transparency International report in 2004.


On October 12, 2021 former Chief Justice of the Supreme Court Maria Lourdes Sereno said on Facebook that ‘Kung walang ninakaw, walang na-recover.’ According to her, the amount recovered by Presidential Commission on Good Government (PCGG) from Dictator Ferdinand Marcos, his family, and their cronies was P174 billion worth of assets out of the estimated P253 billion to P506 billion of ill-gotten wealth. 


On December 5, 2018 Rappler reported that Imelda Marcos posted P300,000 post-conviction bail, a pittance compared to the $200 million worth of foundations, for her temporary freedom. “The 89-year-old Marcos was convicted of 7 counts of graft for illegally creating and maintaining Swiss foundations for the ‘private benefit’ of the former first family.”


On December 16, 2019 the “Sandiganbayan dismissed Civil Case No. 0002 allowing the entire Marcos family to keep P200 billion in alleged ill-gotten wealth” because the documents submitted by PCGG were ‘mere photocopies.’

By technicality the government and the Filipino people lost this huge amount. 


The foregoing are facts that few voters know, and that Marcos loyalists stubbornly refuse to accept.


Money is not the only advantage of presidential candidate Ferdinand Marcos Jr. After 30 years from exile the Marcoses have successfully deodorized their worldwide rotten image by directly or indirectly revising history, winning in elections, and avoiding imprisonment. Hiring trolls is the most cost-effective way to promote the image of the Marcoses and destroy the reputations of political opponents. In addition, the residual popularity of the Marcoses, especially among their loyalists, has endeared them among the innocent young ones who, unaware of the thousands killed, tortured and jailed during the 20-year Marcos regime, wrongly perceive the Marcos government as the best in the last 55 years.


Aside from power and the-feeling-of-being-royalty, the Marcoses want to return to Malacaรฑang to keep their billions intact, possibly further embezzle our hard-earned taxes, avoid more lawsuits, and refuse the payment of real estate taxes. 


If we want to stop this notorious family from returning to Malacaรฑang, then we need to maximize our involvement and participation in social media, print media, television, radio, telephone, and interaction with fellow voters to spread the truth and inform them about the true and shameless Marcoses. 


This is the time to kneel and storm heaven with our prayers so that our God would give our misguided and ill-informed fellow Filipinos wisdom to discern and choose the most deserving presidential candidate who could lead us to a much better Philippines starting July 2022.

Partido Reporma sets trend; first to put up hotlines and info center

Partido Reporma has beefed up its efforts to raise awareness and expand its reach across the country as it put up recently an information and call center that will respond to the public’s queries on issues, policies, and platforms of government being raised by the party’s chairman and 2022 elections standard-bearer Senator Panfilo Lacson.

Partido Reporma is the first and only political party so far that set up hotlines and call centers that will directly answer questions and queries from the public concerning election-related issues.

“We are putting up a hotline and a call center to answer all questions about the party, Senator Lacson and his team, and the policies and platforms of government that we are pushing come the 2022 elections,”  the Membership Division of the party said on Wednesday.

At the moment, the call center has 10 to 20 agents who respond to membership applications from different regions. They also entertain and answer questions or queries on various issues, from highly controversial matters down to petty ones.

“They can get all the information they wanted to learn about the party, about Senator Ping and his team.  They can even ask about his background, and maybe even about his personal and love life,” the statement added.

Partido Reporma also scored the need to establish the center not only to expand the party’s reach but also to inform and educate voters amid the proliferation of fake news on social media.

“This is our way to combat fake news and misinformation.  We directly answer all questions about issues concerning our party and our candidates.  We don’t have trolls, we have live agents who will give you accurate information and answers,” it added.

Also, all call center agents are either bilingual or multi-lingual so they could better relay the message across all regions.

“We have people who understand and speak local dialects for better communication, so we can also relay the party’s message seamlessly,” the statement added.

The call center is now fully operational and ready to take questions using the following hotline numbers 09989861210 and 09989597200.

Aside from hotlines and info center, Partido Reporma has also initiated “Online Kumustahan,” a virtual town hall meet where Lacson and running mate Senator Vicente Sotto III communicate and directly answer various issues and concerns raised by voters from different sectors.

With the setting up of call centers and hotlines, and ‘Online Kumustahan,’ the party is confident that it will be able to convey to the public the directions that Lacson and his team would want to pursue should he win the elections.

Ping: Ex-PS-DBM OIC Lao, Sabit sa Anti-Graft Law


Oktubre 28, 2021 - Kumbinsido si Senador Ping Lacson na nilabag ng dating OIC ng Department of Budget and Management Procurement Service (PS-DBM) na si Lloyd Christopher Lao ang Anti-Graft Law dahil sa pagbibigay nya ng malalaking kontrata sa Pharmally Pharmaceuticals Corp. kahit na walang pinansyal na kapasidad ang kumpanya base sa kanilang Net Financial Contracting Capacity (NFCC).


Sa Senate Blue Ribbon hearing hinggil sa iregularidad sa procurement ng medical supplies bilang pag-responde sa pandemya, inilahad ni Lacson na ang Pharmally ay may net working capital na P599,450 at maaari lamang itong bigyan ng kontrata na nagkakahalaga ng P5.994 milyon.


Ngunit sa kabila nito, nakuha ng Pharmally ang una nitong kontrata na nagkakahalaga ng P13.86 million - mahigit doble sa maximum na maaari nilang makuha - at nakakuha pa ng pangalawang kontrata na nagkakahalaga ng P54 milyon, lahat sa loob lamang ng isang taon base sa mga dokumento na ibinahagi ni Lacson sa pagdinig.


"Bakit una pa lang na delivery, nasa P13 milyon agad mahigit? May violation agad dito," ani Lacson.


"They have no financial capability pero pinapasok nila," dagdag ng senador.


Rekomendasyon ni Lacson kay Senate Blue Ribbon panel chairman Richard Gordon na isama sa kanyang preliminary committee report na may malinaw na paglabag si Lao sa Anti-Graft Law, bunsod ng kanyang hindi pagsunod sa administrative requirement.


Binigyang diin din ni Lacson na inabuso ni Lao ang kanyang posisyon, o kaya'y hindi nito sinunod ang mga probisyon ng Procurement Law.


"Mag-agree kayo sa akin, in-exceed ni Lao ang kanyang authority o hindi sinunod ang alituntunin sa Procurement Law, na times 10 lang ng maximum sa net working capital," diin ni Lacson.


Ayon sa senador, kasama ang NFCC sa mga eligibility documents na kailangang isumite ng bidders sa ilalim ng Government Procurement Policy Board (GPPB) Resolution 16-2020.


Base sa Statement of Financial Position ng Pharmally noong 2019, may net working capital ang kumpanya ng P599,450, at NFCC na hanggang P5,994,500 lamang.


"Dapat maximum na makuhang kontrata ng Pharmally, hindi lalampas ng P5.9 milyon," giit ni Lacson.


Sa kabila nito, nabigyan ang Pharmally ng umaabot sa P11.11 billion na kontrata mula sa gobyerno, sabi ng senador.


"Hindi dapat bigyan ng kontrata na higit sa 10 times ng net working capital. Lumampas sila. Nasundan pa ito ng katakot-takot na delivery," ani Lacson.
